    Population projections indicate that by the year 2040 the Central Valley will grow from its 5.6 million residents of today, to an estimated 14 million residents. The expected urbanization in Clovis poses serious problems to the infrastructure investment, air quality, and traffic congestion. The City of Clovis is responsible for providing safe drinking water from each of its twenty-three (23) groundwater wells located in the City and from each of its six (6) groundwater wells located in Tarpey Village.

    The Annual Water Quality Report shows the type of sampling taking place and improvements made during the year. Arsenic [deadly chemical by-product found in insecticides used in agriculture] was reported present at a 50 parts per million concentration level in one City well. In 1997, the City settled a civil suit with the manufacturers of a soil fumigant (DBCP) widely used in the area a few years ago. The settlement agreement provides funds with which the City applies a treatment technique to remove the contaminant from the water wells. Water Quality.

    The Clovis City Council retained an accounting firm to study what appeared to be basic inequities in the manner in which the Fresno County Board of Supervisors allocated sales tax collected in Clovis. These are the findings that confirmed their doubts and set the stage for the City Council's action in hiking to 8.17% the City of Clovis Sales Tax. Fiscal Equity .
